The financial support declaration, also known as the “Annex 32,” can only be signed by one person (the sponsor). The sponsor must come to the Embassy in person to sign the document in front of the consular staff. An online appointment is mandatory. It is not possible to send a representative.


Who is eligible to become a sponsor?

  • Belgian nationals: the sponsor should bring his/her Belgian ID card as proof;
  • EU citizens with more than 3 months right of residence in Belgium or another EU country:  the sponsor should bring his/her Belgian or European resident card as proof;
  • Non-EU citizens admitted or authorized to reside in Belgium or in another EU country for an unlimited period of time - The sponsor should bring his/her Belgian or European resident card as proof;
  • (Non-EU) family members of the applicant up to and including the third degree (i.e. parent, grandparent, sibling, aunt/uncle) - The family member acting as a sponsor must submit official proof of family relationship.

How much income should the sponsor have?

The guarantor must have a regular income. This means at least equal to 120% of the income level under which a person can benefit from social assistance in Belgium (living wage), 2.131,28 euros net/per month. 

To this amount, the minimum amount of 835 euros net/month is added for the student (amount set for the academic year 2025/2026).

A guarantor who takes care of a student will therefore have to demonstrate that he/she has at least 2.131,28 euros net/month + 835 euros net/month = 2.966,28 euros net/month. The certificate of deposit and the saving account cannot be taken into consideration as a proof of ‘regular’ income.

When and where to sign/receive Annex 32?

  • If the sponsor resides in Belgium: the annex 32 may be obtained by the sponsor from their municipal office in Belgium. 
  • If the sponsor does not reside in Belgium: he/she may request the document from the embassy or consulate responsible for his/her country of residence.
  • If the sponsor resides in Jordan/Iraq: the sponsor is requested to present him/herself to the Embassy of Belgium in Amman

Which documents should the sponsor bring?

1. The Annex 32, completely filled in but left unsigned. The form must be completed in the language of the school the student will be attending (Dutch or French), but should only be signed in front of the consular staff.

2. Proof that he/she is eligible to become a sponsor (see above).

3. Proof of regular and sufficient income:

  • if the sponsor works for an organization or company and receives a salary:
    • original salary slips for the last 3 months
    • employment contract or employer's certificate that clarifies the type and effective duration of the employment contract, whereby the employment contract must be valid either for at least one academic year or the intended duration of the study or for 12 months
  • if the sponsor is independent or a freelancer:
    • copy of the tax declaration of the previous year
    • bank account statement covering the last 3 months proving monthly regular income
    • proof of self-employment (registration Chamber of Commerce, …) and / or freelance contract valid either for at least one academic year or the intended duration of the study or for 12 months

Legalization through the e-legalization system

The signature on Annex 32 will be legalized through our e-legalization system. When the legalization is ready, the confirmation of the legalization will be sent directly to the e-mail of the student or sponsor.

Therefore, it is very important that the student or the sponsor informs the visa desk to which e-mail address the confirmation of the e-legalization should be sent. 

The confirmation e-mail will be sent by the e-mail address noreply@diplobel.fed.be, with the subject  “Dossier treated: Closed”.

Attention: Depending on your e-mail settings, the confirmation e-mail could be categorized as spam/junk mail. If more than a week has passed and you have not received the confirmation of the e-legalization, please check your spam folder before contacting the Consulate.
